RUSSIA AND CHINA DISCUSSED ISSUES OF AUTOMOBILES MARKET SUPERVISION

MOSCOW, November 16, 2020 – On November 12 the first meeting of the Working subgroup on conformity assessment
of automobiles of the Permanent Russian-Chinese Working group on cooperation in the field of standardization, metrology, conformity assessment and inspection control was held by videoconference.

Alexander Kuzmin, Head of the State supervision and control department of Rosstandart, headed the Russian delegation, Bo Yumin, Deputy Director of the Certification department of the State Administration for Market Regulation (SAMR) headed the Chinese delegation.

The decision to organize the Working subgroup was made at the 17th meeting of the Working Group on cooperation in the field of standardization, metrology, conformity assessment and inspection control, which was held in December 2019
in Xi’an (China).

At the meeting, Russia and China exchanged information on national systems of state supervision (control) and the functions assigned to Rosstandart and SAMR, including in terms of supervision of the road transport market.

The parties agreed on the constant basis exchange experience and best practices in the field of state supervision (control)
of the automotive market, exchange information on current national legislation and mandatory requirements in this area,
as well as work on their possible changes.

The Working Subgroup should become a link between supervising authorities, industry representatives and conformity assessment bodies of Russia and China for a prompt information about existing problems; it will help to establish
a mechanism for exchanging up-to-date information about situations that arise at the automotive market.

To establish a constructive dialogue, the parties agreed to consider the possibility to make a comparative analysis
of conformity assessment methods that apply for automobiles basing on existing national requirements – standards
and regulations.

Alexander Kuzmin noted that the Russian Federation is a member of the 1958 Geneva Agreement and acts basing on the requirements and uniform technical requirements for wheeled vehicles established by this document.
