MOSCOW, October 21, 2020 – An online meeting of the working group of signatory countries of the Metric Convention, created at the initiative of the Russian delegation at the 26th General conference on weights and measures in November 2018 in Paris, took place.
The meeting was attended by representatives of 12 countries participating in the Metric Convention, President of the International Committee on Weights and Measures (ICWM) Winand Low, Director of the International Bureau of Weights and Measures Martin Milton. The Russian side was represented by Deputy Head of Rosstandart Sergey Golubev.
The meeting participants summed up the interim results and outlined further steps to the issue of improving the structure of the organization responsible for ensuring the uniformity of measurements at the international level.
«We consider the Metric Convention as a permanent basis for international metrological cooperation between the signatory countries, but this does not exclude its evolutionary interpretation, taking into account global scientific trends and the development of foreign economic and trade relations,» said Sergey Golubev.
Several approaches to resolving the issue were voiced by states. Russia’s position, supported by Germany, the United States, Mexico and Poland, is to agree on the name «International organization established under the Metric Convention» or «Organization of the Metric Convention», which is currently known as the permanent scientific body created by it, the International Bureau of Weights and Measures (BIPM). However, the implementation of the initiative will not require changes to the Metric Convention itself.
As a result of the discussion, it was decided to update the review on the issue, including comments and opinions of all participants of the Working Group, and at the next meeting to start developing a common position, which will be announced at the 27th General conference on weights and measures in 2022.
